Trump disputes, death cases from Puerto Rico hurricanes

No one likes to talk about politics in the midst of natural disasters. But like it or not, no firewall exists between politics and natural disasters.
This is the case with Hurricane Florence (at press time, now downgraded to a tropical storm, but still wreaking havoc in the Carolinas).
It is too early to assess the damage from the storm. But the legislature already discussed, the need for a “supplemental” spending bill to work for the clean-up.
Speaker Of The House Of Representatives Paul Ryan, R-Wisc., says the Congress “stands ready” to help. He has to fight the Federal Emergency Management Agency (FEMA) Disaster Relief Fund (DRF) is already flush with cash, what is the speaker as “rolling averages.”
But Ryan added that “sometimes big storms over the mean values. And then we will respond accordingly.”
“I think it is reasonable to assume that it said additional resources are needed,” House Minority whip Steny Hoyer (D-Md.).
“We need more money,” said House Minority Leader Nancy Pelosi (D-Calif.).
Congress is dividing state expenditures into 12 unequal parts. Each of the 12 slices for a medium of account, the financing of a part of the government. The Pentagon plate is the largest, consuming more than 50 percent of the Federal pie. The legislative branch is the smallest.
However, if disaster strikes, Congress often crafts “13th” appropriations bill. This is called an “additional” measure or a “supp” in the language of the Congress. Supplementary measures hurricanes, tornadoes, earthquakes, floods, droughts, forest fires, volcanic eruptions, snowstorms, blizzards-you name it cover. The Congress also sets an additional expenditure to combat packages and pay for the wars in Iraq and Afghanistan, and terrorism. Sometimes, the actions, the cost is only a couple of billion dollars. But they often rocket in the dozens (if not hundreds) of billions.
Superstorm Sandy walloped New York City and the northeast of the US in the fall of 2012. However, the Congress fought in order to increase the approval of an additional expenditure on account of relief measures. The biggest problem came in the house.
The house was finally, Sandy, additional spending package on Jan. 15, 2013, by a vote of 241-180. Republicans held the majority in the house at the time. But almost 49 GOPers voted Yes. Many Republicans represent areas that voted now flattened by Florence: no.

“There were things going on in the Sandy bill that many members did not deserve even that, in a disaster relief bill. These accounts have been adjusted since then,” said Ryan, who voted no on the Sandy legislation. “I think we are in a much better place than we were back in the days of Sandy.”
On the question of Florence, is the house freedom Caucus Chairman Rep. Mark Meadows (R-N. C.) said his state is prepared “better in this storm than any other in recent memory.” However, meadows said, it seems like Congress always starts with the usual 12 spending bills, and tacks on a 13th or 14th to address disasters.
“If we have a further large funding bill, it starts to become the norm,” said meadows.
In other words, Congress ignored reality, if it is limited to only 12 spending bills, when in truth, the legislature, the rule with more.
“It is fake math,” said meadows. “We could just budget well for it.”
All of the money Congress plows on an emergency supplemental package adds to the deficit unless offset elsewhere. It is unclear whether the Congress could try to write disaster relief bills without contributing to the deficit and the cutting of other programs.
Florence beat is the Carolinas now. But President Trump ignited a firestorm over last year’s storms, the attachment of the Caribbean. Mr Trump tweeted that “3000 people died in the two hurricanes that hit Puerto Rico.” The President added that “Democrats” had made the number” to me as bad as possible, if I can successfully billions of dollars to lift for the reconstruction of Puerto Rico.”
But also the Republicans turned to the President with the evaluation.
“I’ve been riding no reason to these numbers,” said Ryan. on the question of the truthfulness of the victims. “These are just the facts.”
REP Nydia Velazquez (D-NY) is a native of Puerto Rico. “Despite the President’s efforts, gaslight, our nation, distract and blame the Puerto Rican people know the truth,” she said. “This is the kind of emotional abuse that people in Puerto Rico.”
“It is so sad to be salt in the wounds,” said Pelosi.
“Throw the paper towels is not the answer. Deny is not the death of a response,” said Rep. Sheila Jackson Lee (D-Texas).
Democrats have heaped criticism on the trombone administration, as it raised a storm recovery efforts in Puerto Rico and the US Virgin Islands. Some argue that South and North Carolina will be in order to Florence, because of the States or territories.
The Rev. Jesse Jackson, Sr., served a term as the District of Columbia “shadow senator.” The shadow of the senators elected, to the positions. But you do not hold offices on Capitol Hill and hold no special status in the Congress. You can cast a vote.
Jackson said he thinks that will help, why Puerto Rico and the U.S. Virgin Islands received a short process.
“If Puerto Rico two senators and four congressmen, had it would be all the difference in the world,” said Jackson. “If you use at the table with two senators and four congressmen, you can negotiate and negotiate. Puerto Rico has no leverage. It is only moral suasion.”
But Velazquez did not agree with Jackson’s distinction between States and territories.
“It has nothing to do with the presentation,” said Velazquez, who places the blame on the administration. “They were ill-prepared.”
It will answer a lot of control in the coming days over the Federal Republic of Florence. In fact, President Trump’s tweets about Puerto Rico control could increase. It debates on Capitol Hill about the additional spending will recover-to help package in the region. Some in Congress say hypocrisy, when the legislature in the Carolinas demand help if some people are against the rescue package following the sandy beach.
Those who will be in the Caribbean continues to be the question of the response to last year’s storms.
It can disaster be a time to talk politics in the last nature. But it is impossible to separate the two.
