A grinning, pink-haired Texas mother was arrested at the weekend for refusing medical treatment for her 1-year-old who suffered second-degree burns — if the mother is admitted, can the baby even before cigarette burns, researchers said.

Harris County District Four delegates were asked to make a welfare check after a concerned citizen saw what appeared to be a cigarette burn on the child.
Deputies say the 19-year-old Cybil Menard admitted she would “always refused medical treatment” for the baby.

The police charged her with injury to a child by omission.
Menard was released on $15,000 bond and the child was released to a guardian, the officials said.
