Reuters also reported earlier this month that Tesla’s plans are for production at the factory in China this month. It is not clear when, at the end of the year, the production targets as a result of the uncertainty about orders, labor, and supplies.

Tesla wants to be producing at least 1,000 Model 3s, a week, a Shanghai plant at the end of the year, as it tries to boost sales in the world’s biggest auto market, to avoid the higher import tariffs imposed on AMERICAN cars.

The factory is China’s first completely foreign-owned car plants, it also reflects Beijing’s broader shift to open up the car market.

The Shanghai authorities have offered a Model to help increase the speed of construction, and China is ruled out of Tesla’s models have a 10% car purchase tax, on the Nov. 30.
