The suspect barricaded himself in one of the apartment complexes, and after a couple of hours, they started to shoot at the agents, ABC 15 Arizona reported.
The police were able to secure the area and take the suspect into custody after a brief exchange of fire, the station reported.
The officials of two children, aged 11 and 10 months old, died in the unit.
The woman was discovered dead outside the apartment, the report said.
Agent wounded in the shooting was rushed to the hospital and in a stable condition, officials told the station.

Kristen Alexander, 26, was sitting in a parking lot since the afternoon after returning home from a trip to Ohio, the Arizona Republic reported.
“I can’t believe that it is Christmas and there’s a shooting or what the problem is. It’s creepy. I feel bad for who is this,” said Alexander AZFamily.com.
“We are just trying to go home and open presents,” she said. “But we can’t get in there yet.”
Residents told the Republic that the shooting occurred in the northeast quadrant of the complex, and that the alleged shooter lived in a three-story unit.
“It is crazy,” resident Gibson Daoud said. “It is as sh–ty as it may, on the first day of christmas.”
