Wisenberg explains that the Congress has the right to subpoena and, in most cases, the President invoked executive privilege to prevent a member of his administration from testifying before the legislature.
An earlier subpoena issued to Attorney General William Barr said was “wrong” and “demagogic,” Wisenberg, adding that it sent a “Statute” for the court summons and Treasury Secretary Steve Mnuchin.
“It says the Congress can do this. Congress can go to the IRS and say, ” Give us a tax return,'” said Wisenberg.

“You have to tell me, if you talk to me about something, what is special, what they are subpoenaing is? What you want to do and ask what they are. This is not easy to gross generalizations,” he added.
