“After reviewing the special Council of the final report on these issues, in consultation with the Department officials, including the Office of Legal Counsel; and the application of the principles of Federal prosecution result in our charging decision, Deputy Attorney General Rod Rosenstein and I have found that the evidence developed during the Special Counsel’s investigation is not sufficient to establish that the President committed obstruction of justice punishable by law,” Barr wrote, adding that the decision “not on the basis of constitutional considerations, the surround, the prosecution and the criminal prosecution against a sitting President.”

Barr declared that the government “will need to prove beyond doubt that a person with a corrupt intention in obstructive conduct with a sufficient nexus to a pending or contemplated proceedings.”
