EU president Donald Tusk said prior to the summit said that people smugglers “ruthless” need to be addressed. “We need at international level to do more to the business model of smugglers to break,” said Tusk.

Tusk called on the leaders of the twenty leading economies in the world in to a international sanctielijst, for example, of the United Nations, to prepare for individual human traffickers. Their assets would be frozen and a travel ban against them be set.
