Florida girl, 14, calls abuse hotline on about the ‘appalling’ living conditions, the parents were arrested

Parents in Florida were charged with multiple counts of child neglect after their 14-year-old daughter was a “desperate call for help” on Halloween due to her living conditions, according to officials.

The Flagler County Sheriff’s Office, said on Facebook that they have received the information via an abuse hotline that a teen committed suicide due to her living conditions and the alleged physical and emotional abuse by her mother.

“This has been a traumatic situation for all involved, the children,” Sheriff Rick Staly said in a statement. “Halloween is the one day where the kids should be out having fun, not considering the end of their lives.”

The 14-year-old, who said she was homeschooled, but may not be taught for nothing,” and alleged that she was being used as a full-time caretaker for her four younger siblings, three dogs, and a rabbit, while her parents — identified as 42-year-old Betty Nicolicchia-All of them, and a 33-year-old Dennis Allen — working until the wee hours of the night, police said.

When the deputies went to the home in Bunnell, they found the home in “complete disarray.”

“The grass in the front yard was high enough to hide a small child and it is littered with gas cans, beer cans, rust-covered metals, and other debris. The front porch of the house was covered in fecal matter from two of the hens that are free to the residence,” police said.

Deputies responded to the home after a 14-year-old girl called an abuse hotline, a suicide, due to her living conditions, police said.

When deputies spoke with the 14-year-old girl, and she confirmed that she called the abuse hotline and called the police, who have revealed “deplorable conditions.”

“In every room of the house, with an abundance of animal manure, animal urine, rotten food, cockroaches, and other insects. There was no edible food in the fridge, and there it was, a bag of frozen chicken in the freezer,” police said. “In some of the rooms were littered with garbage and that the delegates were not in a position to see the floor and their boots stick to the dirt-covered floor.”

The one and only bathroom in the house was found to have a water hose running through the window in the shower room due to the house, and they don’t have running water, according to police.

The teenager and four of my brothers and sisters were found living in “deplorable” conditions inside the home, according to officials.

“The toilet turned out to be for days on end, with no way to get rid of the waste in the bowl,” the sheriff’s office said.

During the interview, the children-ages 6, 8, 9, and 12 — told the delegates to the last time she had been bathed and range from 3 days to a week. The children also told deputies that when she did bathe, she had to travel to Bull Creek Fish Camp, since there was no running water in the house, officials said.

“I want to commend the girl for the call to the Abuse Hotline, and to be brave enough to ask for help. These children live in deplorable conditions,” Staly said. “I’m so grateful that the children are now safe from these two men, who obviously do not know how to properly care for the children.”

Nicolicchia-All of them-and All of them were arrested on Friday afternoon, each loaded with five counts of child neglect. The couple was transported to the Sheriff of Perry Hall, Detained in the Detention facility, where they continue to be imprisoned for a total of $5,000 for each bond.
