Chicago police say a man is facing a charge of weapons, after 13 people were shot and killed at a memorial for a slain carjacking victim.

None of the victims has died after a gunshot early Sunday, according to reports. Four people were in critical condition.

The police said on Sunday that Marciano White, 37, was arrested near the shooting scene.

He was charged with unlawful use of a weapon by a felon.

A police spokesman said witnesses have told investigators that the memorial was being held for Lonell Irvin, a 22-year-old man who was killed in a car-jacking in April, the Chicago Sun-Times reported.

The victims don’t appear to have been addressed, the paper reported.

“Well, it didn’t turn out to be more of a goal-oriented or retribution-the type of the incident,” the police spokesman Tom Ahern said, according to the paper. “It seems to be more of a personal dispute within the party who are in the local area.”

The shooting comes as the city is on the verge of concluding from 2019, with the big drops in shootings and murders for the third year in a row. By the way, from about the middle of December, about 475 people have been killed, compared with 549 in 2018, which is a 14% decrease. In 2016, the murder rate was about 750, according to Chicago police data.

The decline took place throughout the town, as well as in the historically high-crime areas. Still, Chicago has more violent crime than New York, Los Angeles, california.
